Дальше подробно объясняют как это исправить:
- Open the Control Panel and select Administrator Tools > Computer Management > Local Users and Groups > Groups and double click Administrator.
- Add the IUSR account to the Administrator group.
- Re-start IIS

От себя могу порекомендовать следующее:
My Computer -> C:\> -> Right-click on Properties -> Security Tab -> Add "Everyone" to the list of users -> Mark the "Full Control / Allow" checkbox
Тоже должно помочь.
